You're right that the failure to address land rights does not mean that all the UN climate plans are cracked. But REDD is a major part of the discussions here in Bonn, and I think it would be fair to say that the failure to address the "unclear property rights over forest resources" at the Harapan Rainforest project does expose cracks in the UN climate plans for REDD. The root problem is unclear property rights over forest resources which has been a country-wide problem and need to be addressed first before a project is implemented. However, it is difficult to achieve win-win solution in a case like Harapan Rainforest as addressing land tenure issue will always attract contestation.
